REMINDER: Upcoming Bid Submission Due Date and Reminder on Tax Credit Guidance

The due date for submission of proposals for the 2023 RI OSW RFP, as well as for any Multi-State Bids submitted to Rhode Island Energy (RIE), Massachusetts, and/or Connecticut, is March 27, 2024, which was extended from the original date to allow for the possibility of further guidance from the IRS regarding key tax credits, including the Energy Community 10% bonus.

Per Section 3.5 of the 2023 RI OSW RFP, bidders must request a unique link at least three (3) business days prior to the due date for submission of proposals. Bidders are recommended to request a unique link approximately two weeks prior to the due date for submission of proposals.

Regarding tax credit assumptions and how they are included in bid prices, RIE would like to highlight the below two sections of the 2023 RI OSW RFP.

Per Section 2.2.4.2.3(b) of the 2023 RI OSW RFP, “Bidders must state their assumptions regarding the availability of federal or state tax credits, subsidies, or grants or other incentives, including but not limited to those available under the Inflation Reduction Act of 2022. If a bidder assumes that such credits, subsidies, grants or incentives will not be available for its Eligible Facility, it should state how it would propose to share the benefits of those credits, subsidies, grants or incentives with Rhode Island Energy’s customers if they subsequently become available. Bidders may propose adjustments to the contract price based on an increase in any state or federal tax credit or other government grant or subsidy.”

However, per Section 2.2.4.2.3(a), proposed prices may not be subject to increase based upon the availability or receipt of any federal or state tax credit or other government grant or subsidy.
